bfd.h from the new binutils in rawhide has:

/* PR 14072: Ensure that config.h is included first.  */
#if !defined PACKAGE && !defined PACKAGE_VERSION
#error config.h must be included before this header
#endif

Which is clearly wrong for a public header installed in /usr/include, and is breaking the build for various packages, for example:

Fixed in binutils-2.22.52.0.4-7.fc18
