vim should own %{_datadir}/%{name}/vimfiles/doc/tags file. This file is typically refreshed in %postin and %postun sections (see vim-perl-support or vim-nerdtree) of vim plugins and there is no way (at least not know to me :) how to remove it by the package which is using vim.

vim-7.3.638-2.fc17 has been submitted as an update for Fedora 17.

vim-7.3.638-2.fc17 has been pushed to the Fedora 17 stable repository.  If problems still persist, please make note of it in this bug report.
