Description of problem:
The "Disclaimer" and "Terms of Use" links in the footer go nowhere.

Katello Version: 1.1.3-1.git.20.b53083a.el6_3 

How reproducible:


Steps to Reproduce:
1. Load katello in browser (on login page). Click either of the two links; view results.
2. Login and again click either of the two links.

  
Actual results:
On login page, basically nothing happens
After logged in, user is simply bounced to the top of the page. but nothing is loaded.

Expected results:
Appropriate content is loaded

Additional info:
Occurs in both Firefox and Chrome.

getting rid of 6.0.0 version since that doesn't exist
