Description of problem:
When I tried to reply a forum or a blog in community. I clicked the "Enable rich-text", and edit my comments with some underline sentences. Then I clicked "preview" , and found the underline sentences displayed without underline. If I clicked "Save" button to save my comments, the issue exist as well.

Steps to Reproduce:
1.Go to /community/forums page, and click in a forum.
2.Click "Reply to threads"  to add comments to the forum.
3.Click "Enable rich-text" , write some word, and add underline to them.
4.Click "preview" or "save" button to check.

Actual results:
The underline cannot display when preview or save the comments.

Expected results:
The rich-text should display correctly when preview or save the comments.

The rich text shouldn't be enabled for "default", only for "Full HTML" and "Raw HTML".  Sent Nam a link to test - if none of the other shifters squawk about it i'll make the change on production.

Tested this issue on devenv_2031, found that the underline of rich text was only enabled for "Full HTML". If you decided not to changed this issue, please let me know, I will then close this bug.

Changed in production.  Only Full and Raw HTML have the editor now.  This is a deliberate limit on users.

Tested this issue on devenv_2140, only Full and Raw HTML have the enable editor now. And the underline function can be displayed well. SO I will put this issue to verified.
