Description of problem:
I've updated kernel, rebooted while transaction was running, then kernel was installed in grub and selected as default option but there was no initrd generated.
I know this is bug in kernel as well as it created incorrect grub option.

PackageKit-0.7.4-5.el7.x86_64

How reproducible:
always

Steps to Reproduce:
1.execute pkcon update kernel
2.reboot while kernel is being installed
  
Actual results:
can reboot and system can be broken afterwards

Expected results:
reboot should be prevented

We're now inhibiting systemd for this, so this should no longer be an issue. :)
