Description of problem: User should not be able to add a satellite certificate to a registered system if there are no satellite channel subscriptions available

How reproducible: everytime (this issue is reproducible in production)


Steps to Reproduce: 
1. Login as valid rhn user who has more than one registered system
2. Navigate to  https://rhn.redhat.com/rhn/systems/SystemList.do
3. select a system which has no satellite channel subscriptions available 
4. click on satellite tab and try to add a satellite cert 
5. It shows the following error msg when cert is pasted and clicked on Update Certificate
"No available satellite channel subscriptions" 
6. Click on Update Certificate once again  
  
Actual results: It adds the satellite certificate to that system


Expected results: Should give "No available satellite channel subscriptions" error msg and should not allow user to add the satellite cert to the system.

As you may already be aware, Red Hat is transitioning from the Red Hat Network (RHN) hosted interface to the Red Hat Subscription Management (RHSM) interface in July 2017. Red Hat has invested in and seen success from RHN for many years, and used that experience to build more robust technologies like RHSM.
