Description of problem:
Update Sigar dependencies to the latest version available on repository.jboss.org, which is 1.6.5.132-3. The version distributed with RHQ 4.4 is 1.6.5.132.

Additional Info
The newer version uses the same source code as the existing 1.6.5.132. However, there is a difference for Linux. The newer native binaries for Linux x86 and x86_64 require a minimum glibc version of 2.3.4 (even though it was built against glibc 2.5) while the old one links against 2.1. So with this change drops support all distros that use glibc versions prior to 2.3.4 on x86 and x86_64 distributions.

Bulk closing of items that are on_qa and in old RHQ releases, which are out for a long time and where the issue has not been re-opened since.
