Description of problem:
When a user hovers over the buttons for a changeset ('Remove', 'Edit Details', 'Review', 'Promote'), tooltips appear.  However, they "flicker" upon the initial render before finally appearing correctly.  This occurs in both FF and Chrome.

Version-Release number of selected component (if applicable):

CloudForms System Engine Version: 1.1.12-9.el6cf 
...though it does appear to occur in earlier puddle.

How reproducible:
Every time 

Steps to Reproduce:
1.  Content > Changeset Management > Changesets
2.  Optionally create a new changeset
3.  Hover over any of the buttons in the right pane ('Remove', 'Edit Details', 'Review', 'Promote') -- they need not be enabled.
4.  Observe the behavior of the resulting tooltips
  
Actual results:
Tooltips have an odd flicker, like the tooltip is reloading or something

Expected results:
Smooth render

Additional info:
Have not yet seen this behavior exhibited on any other similar tooltips (i.e., in content search)

Was actually flickering on every hover. Was an extra tipsy present.

These bugs have been resolved in upstream projects for a period of months so I'm mass-closing them as CLOSED:UPSTREAM.  If this is a mistake feel free to re-open.
