Steps to Reproduce:
1.Download the publican 3.1 repo.
2.Rpm or yum install publican 3.1 repo.
3.Chech the result.
  
Actual results:
Dependency errors.

Expected results:
Complete installing.

With the help of developer, the publican 3.1 is installed in following steps.

1. Download the source repo publican-3.1-0.el6eng.t2.src.rpm.

2. Run the command to install the dependency repos.
     $sudo yum-builddep --nogpgcheck publican-3.1-0.el6eng.t2.src.rpm

3. Install the publican 3.1 with the following command.
     $sudo yum localinstall publican-3.1-0.el6eng.t2.noarch.rpm

Then the publican 3.1 can be installed on platform RHEL 6.2.
