How reproducible:
100%

Steps to Reproduce:
1.Login to conductor
2.Go to  Administer
3.Click on setting tab
4.Click continue
5. Provide some quota value
  
Actual results:
Observed that self service default instance quota is not taken in to consideration while creating user

Expected results:
Can any one please tell me the purpose of this "setting"tab.

if its not used, is it possible to remove from conductor
