Description of problem:

Installer caches the previously successful install of previous install even though you are doing a new install. Shows login page when it should show installer screen. If you clear the browser cache this goes away.

RHQ 4.5.0

Reproduced both in FireFox and Chrome.

How reproducible:
Always

Steps to Reproduce:
1.Install say RHQ 4.4.0
2.Login to RHQ 4.4.0
3. Clean the database (via your favorite method)
4. Install 4.5.0 as an upgrade (you reach the login screen and never reach the install screen unless you clear the cache then you reach the install screen as expected).
