Description of problem:

Red Hat Enterprise Virtualization Hypervisor release 6.3 (20120920.0.rhev31.auto92)

After installation VDSM service failed to start:

root@dell-r210ii-06 ~]# service vdsmd start
checking certs..
vdsm: libvirt already configured for vdsm                  [  OK  ]
Starting iscsid: 
vdsm: Failed to define network filters on libvirt          [FAILED]

Red Hat Enterprise Virtualization Hypervisor release 6.3 (20120920.0.rhev31.auto92)
vdsm-4.9.6-36.0.el6_3.x86_64
libvirt-0.9.10-21.el6_3.4.x86_64


How reproducible:
100%

Steps to Reproduce:
1. Install rhevh host
2. Add host manually to setup
  
Actual results:
Host becomes non responsive

Expected results:
Host should be successfully installed and go up

Additional info:

but the cause is different this time

File /usr/share/vdsm/nwfilter.pyc is present

Reopening the bug, because it showed up that:

Same handling should be done in bootstrap and registration flows

bootstrap and registration flows need libvirtd to be responsive before they add the ovirtmgmt network to its database.

Works properly on

[root@dell-r210ii-08 ~]# rpm -q vdsm
vdsm-4.9.6-38.0.el6_3.x86_64

vdsm starts, host registers to setup
