Description of problem:
When caps lock is turned on I can no longer switch focus by clicking
inside another opened window.

metacity-2.4.34-3

How reproducible:
Always

Steps to Reproduce:
1. open two terminal windows
2. observe that click-to-focus works when clicking inside the windows
3. enable caps lock
4. click inside various windows to try and change focus
    
Actual results:
Nothing happens

Expected results:
Focus switches.
