Description of problem:
updates for Tcpdump 3.7.2 and Libcap 0.7.2 are not available via RHN and 
automated patching service.

see critical malformmed RADIUS packet denial of service vulnerability 
http://www.securityfocus.com/bid/7090

users of ids products using tcpdump and tcpdump feeds to snort are experiencing 
denial of service by tcpdump filling the hard disk with "0#0#0#0#" when these 
crafted packets hit tcpdump

manual update using updates from http://www.tcpdump.org seem to work but 
prevent future update via rhn as manually modified code
