Description of problem:
In the All Available Subscriptions tab, while we have table strings for needing to press Update to get subscriptions, and for if all of the subscriptions are filtered out, it doesn't look like we currently have a unique string for if there are no subscriptions to display at all, regardless of filters applied.

I'm guessing this is a rare occurrence, but it would be nice if we didn't display a misleading string when it does happen. Even with 0 filters applied, if there are no subscriptions to show in the table, the string displayed is "No subscriptions match current filters." 

Could we show a message like, "No subscriptions available for [DATE]."? [DATE] being whatever is entered in the date input field, eg 2012-10-08.
