The home page of Devenv_2303 on IE9.

Description of problem:
When I tested on devenv_2303, I found that the display of openshift home page is not consistent on IE9 , as the attachement shown.

devenv_2303

1.Go to the home page.

The display of home page is not consistent on IE9.Details see in attachment.

Expected results:

The display of home page should be consistent.

Additional info:
This issue doesn't exist on other browers, and the page openshift.redhat.com displays well on IE9.

Tested on devenv_2476, it's the same with before, could you please specify the pull request or fix version of the issue?

Tested on devenv_2486, the home page on IE9 is consistent with others now, thanks.
