Description of problem:
When at the top of the table, press alt-up will not move the row. But the underlying index is still decreasing. This makes moving to next row requires more hit of alt-down to negate the effect.

How reproducible:
Always

Steps to Reproduce:
1.Go to editor view with more than one entries in the table.
2.Select first row.
3.Press alt-up a few times (should stay in first row)
4.Press alt-down to move to next row
  
Actual results:
No movement unless you hit alt-down several times.

Expected results:
Go to next row immediately.
