Users with just Resource Group access cannot Delete All Alerts

Steps to Reproduce:
1. Login with a user who has just Resource Group access
2. Navigate to a Resource that has some alerts 
3. Click Delete All
  
Actual results:

An error message is displayed 

Expected results:

Alers should be deleted
