Description of problem:
Control-center only provides a "large text" on /  off option. This is a regression of the option for "small" text for those who choose to use it.

1. Install Fedora 18 TC4
2. Update system
3. Open control-center, Universal access

Text size options no longer provide small option

Text size options provide small option

The 'small text was a bit misplaced among the a11y options.

You can still get the functionality via

gsettings set org.gnome.desktop.interface text-scaling-factor 0.7

or install gnome-tweak-tool, which has UI for this.
