Description of problem:
GDM uses has an icon in the top right corner on its panel
for Shutdown and Reboot which is provided by gnome-icon-theme-symbolic.
It would be good if gdm required it.

Version-Release number of selected component (if applicable):
gdm-3.6.0-1.fc18

Steps to Reproduce:
1. install gdm into a minimal or basic-x-windows install
2. start gdm
3. looks at power menu
  
Actual results:
3. missing power icon

Expected results:
3. power icon to show

Additional info:
control-center also requires gnome-icon-theme-symbolic and ibus
but not all users of gdm may have those installed....
