Description of problem:
RFE: add choice of "Host Cluster" to webadmin and Power User Portal "Run Once" dialog

Actual results:
You can not override "Host Cluster" anywhere

Expected results:
You can pick one Host Clusters that you can choose in "Edit VM" dialog

moving a vm between clusters may require handling compatibility issues. it may not run correctly on the previous cluster.
currently too complex for run once in my view.
