L10N: Administer - Users and Permissions

Description of problem:

* The English string "Choose roles for users you would like to grant access to this application" seems to be broken up in 2 translation strings, ""Choose roles for users you would like to grant access to this" and "application", which makes it untranslatable. 

In de-DE for example the translation for "application" needs to be in the middle of the rest of the string. Using a variable for "application" is also not recommended because for many languages it's necessary to know the noun a variable is being replaced with to adjust the rest accordingly.

I suspect this to be a problem in many languages, hence ALL_LANG
