Description of problem:
If not configure network,the iSCSI/NFSv4 Remote Storage can be configured in Remote Storage Page.

How reproducible:
100%

Steps to Reproduce:
1.Install RHEV-H(make sure you didn't configure network first)
2.Configure iSCSI/NFSv4 Remote Storage under Remote Storage Page.
3.Focus on Remote Storage menu.

Actual results:
The fields of iSCSI/NFSv4 Remote Storage show configuration info in Remote Storage menu.

Expected results:
The iSCSI/NFSv4 Remote Storage can't be set before configuring network.

While the actual configurations don't really change anything until you have networking, we don't validate anything that requires a network connection in either case.  I don't see a reason for disabling these until networking is setup.
