Per <https://fedoraproject.org/wiki/Packaging:No_Bundled_Libraries#Exceptions>, shim seems to need a "Provides: bundled(openssl)" line.  The package license needs updating as well.

I forgot to mention that the Tianocore bundling probably does not have to be marked explicitly because we do not ship Tianocore in other places, but I'm not sure about that.

* should be available at your local mirror within two days.
Update it with:
