Description of problem:

Currently there is only default options for *all* Distros.  RHEL7 requires serial on the kernel_options line in order for anaconda to setup serial console.  We don't want to add any more options to the default then necessary.

There is also arch specific options too, like "leavebootorder" for ppc on RHEL7.

upgrade instructions are missed for this fix in upgrade_0.11.0.txt.

There's no upgrade instructions needed for this bug fix, apart from the (undocumented!?) convention of running beaker-init to create new tables.
