Description of problem:
Gnome Shell dock and panel is not accessible for visually impaired users.

How reproducible:
always

Steps to Reproduce:
1. Enable "Screen Reader" in "Accessibility" menu.
2. Explore "panel".
3. Navigate "Activities".
  
Actual results:
No voice description when mouse cursor is hovering over icons.
Same problem in panel, dock and "Show applications". Only "type for search" and manual navigation by arrows or tab works. Mouse is completely inaccessible.  

Expected results:
User will get voice description of icons.

The screen reader does not key off 'mouse hover'. You have to move the keyboard focus to the controls you want to have read. In the overview, you can use Ctrl-Alt-Tab to move the focus where you want it.
