Description of problem:
Current Source0 of relaxngDatatype is not a URL, just a simple zip file. There are also no instructions for obtaining this file. 

It might be worthwhile to try and track down original URL

File with identical MD5 sum is available on SourceForge.

I believe that this bug is fixed in relaxngDatatype-1.0-9.4,
which is available in Fedora Rawhide.  I am closing the bug now,
thank you for reporting it.  A summary of changes is included below.
