Description of problem:
It will fail if you are trying to stop openshift-console again after it's already stopped
[root@broker graphviz]# service openshift-console status
httpd dead but subsys locked
[root@broker graphviz]# service openshift-console stop
Stopping openshift-console:   


Version-Release number of selected component (if applicable):
openshift-console-0.0.4-2.git.2.5b6d9df.el6op.noarch

How reproducible:
Always

Steps to Reproduce:
1.service openshift-console stop
2.service openshift-console status
3.service openshift-console stop
  
Actual results:
It failed in step 3

Expected results:

It should return success even if it stops an stopped service

Definitely need to fix this, but not needed for GA.  Will release either in 1.1 or errata filing.
