Change template/en/default/email/flagmail.txt.tmpl to support multiple components and versions

Verify version 4.4-1 on test server --> PASS

Verify steps:
1. Login bugzilla with redhat account.
2. Go to one Jboss bug's detail page,  set multiple versions and components, then submit it.
3. Add needinfo to chechen to this bug.
4. Check the email that chechen received.
5. Go to one bugzilla bug's datail page, set one version and one component, then submit it.
6. Add  needinfo to chechen to this bug.
7. Check the email that chechen received.

Actual results:
1. After step 4, multiple versions and components are contained in the email, and they are same with the user set.
2, After step 7, the single version and component are contained in the email, and they are same with the user set.
