Description of the problem:
This RFE is to request yum-like per-repo configuration for spacewalk-repo-sync.

The implementation will use already supported configuration file for
spacewalk-repo-sync:

    /etc/rhn/spacewalk-repo-sync/yum.conf

and the options will match yum's repo options as documented in yum.conf man page (for example: timeout, proxy, proxy_username, proxy_password).
