Description of problem:
Implement following packaging guidelines in spec file

1. python-caribou should depends on the base package
2. add BR: python2-devel or python3-devel to python-caribou

3. perhaps you should add R: gobject-introspection, which owns ${_libdir}/girepository-1.0
