That's the same as pushing the new version, except the procedure is a little bit different.

in order for it to be process I have to change the version? or the release?

according to my course it has to be fully maintain not orphaned.

got to check with ctyler first, not sure.

Nice, so I guess you should start right now, the first step is to send a email on fedora-devel, to see why it was orphaned. make sure to also explain that you are not yet a packager and that you look for a sponsor.

No. devel-owner goes only to the admin(s) of the list.

You should subscribe, then mail 'devel@lists.fedoraproject.org'.

I have a few questions:

1) for the packager database, should the ownership be taken if devel approves or should I add myself to the list? 

2) is svc-admin a git repo command line or a packager database?

1) I think you can do it yourself once you are in the packager group in the account system ( FAS ). But you first need a sponsor.

2) mhh, I do not understand the question, can you explain where do you see scv-admin ?
