I have asked the Desktop team to provide some feedback here: http://lists.fedoraproject.org/pipermail/desktop/2012-November/007690.html Just for the record, Bill Nottingham said this:

We might of course still hardcode it as a part of the default GNOME desktop offering for Fedora 18 to fix this, if there is enough will.
Marking as CommonBugs. We have to document that LibreOffice has to be manually selected to be part of the GNOME installation (a change from previous Fedora releases). Moving to Rawhide. Hopefully the comps infrastructure will be ready in Fedora 19 so that we can make LibreOffice selected by default, while still being de-selectable. This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle. Changing version to '19'. (As we did not run this process for some time, it could affect also pre-Fedora 19 development cycle bugs. We are very sorry. It will help us with cleanup during Fedora 19 End Of Life. Thank you.)
