Description of problem:

Using the web interface, "Terminate" is listed as a valid action for paused instances, yet attempting to do so produces the error "Error: Unable to terminate instance: Fedora-18-base".

1. Pause instance
2. Terminate instance

Actual results:

Error: Unable to terminate instance: Fedora-18-base

Expected results:

Either: 
- termination is not listed as an action, or
- termination works, or 
- the error message indicates the reason (paused)

OpenStack web interface is openstack-dashboard which is a subpackage in python-django-horizon component (yeah, I know, very obvious...)

I've filed a couple more since, but I'll use that component in the future.

This issue should be fixed in OpenStack Grizzly, the report was presumably for OpenStack Folsom. 

Esp. I can not reproduce this issue any more.
The fixed packages are available e.g. for Fedora 19, and RDO
