Description of problem:
When updating/editing/adding VM with no quota (drop-down box stay empty) the operation succeed even when quota is enforced.  


How reproducible:
100%


Steps to Reproduce:
1. set quota mode to disable
2. create vm with no quota
3. move quota mode to enforce
4. edit the vm without adding quota (leave empty)
5. the operation should fail  

Actual results:
operation pass


Expected results:
operation fail

The VM must be in running state for the bug to appear

Ofri, is it relevant for power user portal as well?

Yes. it is relevant to both user and administrator portal. 
The change is in backend.
