Description of problem:
firewall-cmd --reload returns 1 but all seems to be working

Steps to Reproduce:
[root@qa-psklenar ~]#  firewall-cmd --zone=work --list-services
ipp-client dhcpv6-client ssh
[root@qa-psklenar ~]#  firewall-cmd --permanent --zone=work --add-service=mdns
[root@qa-psklenar ~]#  firewall-cmd --permanent --zone=work --add-service=smtp
[root@qa-psklenar ~]#  firewall-cmd --zone=work --list-services
ipp-client dhcpv6-client ssh
[root@qa-psklenar ~]# firewall-cmd --reload
[root@qa-psklenar ~]# echo $?
1
[root@qa-psklenar ~]#  firewall-cmd --zone=work --list-services
ipp-client dhcpv6-client smtp mdns ssh

  
Actual results:
firewall-cmd --reload
returns 1 but all seems to be working

Expected results:
firewall-cmd --reload
return 1

there is no info about that neither /var/log/message nor /var/log/firewalld
