Description of problem:
grub2-efi package includes grub.efi boot loader, so even without grub-install, a boot loader will be installed on UEFI computers. Also, grub-install is benign on UEFI compared to reasons why this feature exists (for BIOS computers).

Expected results:

Suppress the visible UI for the user to deselect all drives for receiving a boot loader. UEFI computers will have a boot loader installed in any case, so it might as well be the correct grub-install produced grub.efi.

In F19 if you don't install a bootloader it actually doesn't install it, and doesn't run efibootmgr.
