Sets the xlstproc '--nonet' flag everywhere.

Description of problem:
There are scripts in this package that call "xsltproc" without the --nonet flag.
Although packages calling these scripts do compile in Koji (with network access blocked), they fail in local mock because the network is reachable.

Additional info:
The solution is the attached patch: it sets the "--nonet" argument to all xsltproc calls in scripts.
