qemu-kvm supports adding x2apic to -cpu host which gives the best CPU performance on any given host.

libvirt does not support setting extra flags when host passthrough is configured.

We need the ability to allow a user to specify that x2apic should be added to -cpu HOST

Closing this since 691638 will address this in qemu instead.
