Description of problem:
Platform issue for GTNPORTAL-2541

When logging in as super user the call of GroupHandler.getAllGroups() can lead to significant slow down when the IDM database contains many entries. The fix for GTNPORTAL-2541 needs to be ported to the product branch to avoid this costly call.
