Fixed in katello-headpin-all 1.2.1-12.h

You can test the error you're getting by:

# id tomcat
uid=91(tomcat) gid=91(tomcat) groups=91(tomcat),496(katello-shared)

If you see "katello-shared", the install was correct. If not, candlepin will not be able to access the passphrase file
