Description of problem:
In a system with spanish default language (es), when working via telnet against
other unix system (HP-UX 11), the special spanish characters á é í ó ú and ñ
appear in the terminal as "?". When typing these characters, they appear as "C!"

Steps to Reproduce:
1.telnet <HP-UX>
2.login
3.Pick á é í ó ú
    
Actual results:
C! C! C! C!

Expected results:
á é í ó ú

Go to the Terminal->Character Coding menu and change your encoding 
to match the remote system. Neither telnet nor ssh support doing 
this automatically, you would need to get IETF to extend those 
protocols to make it just work.
