This has nothing to do sysconftool. I'm guessing this should go against initscripts. The main config should in /etc/sysconfig/network-scripts/ifcfg-l2tpeth0 or /etc/sysconfig/network-scripts/ifcfg-l2tpeth0.200 for vlan. And /etc/init.d/network script should know to parse it. Add ability set permanently the l2tpv3 tunnel from ifcfg. Right now possible set only gre tunnel with ifcfg-gre1. VLAN=yes should be included in config.
