Description of problem:

ActivationKeys don't have any limits on SAM 1.0. When you upgrade to the latest code, which adds limits to activationkeys, they don't get set to any value (see screenshot). Perhaps we could automatically set this value to -1?

This already exists in SAM-1.2.1
