The new AS7 based RHQ Server is not being named as an RHQ Server resource on Windows.

Add logic to make the distinction on windows. Since the .bat files don't
use the JAVA_OPTS var as does linux, a different approach was needed.

note, I think the -Dapp.name=rhq-server could be taken out of 
rhq-server-wrapper.conf but I left it in just as another identifier, although
it was not easily accessible at discovery time.

Bulk closing of issues in old RHQ releases that are in production for a while now.

Please open a new issue when running into an issue.
