Description of problem:
When I run pkgwat, it leaves its logs scattered throughout my filesystem (depending on the directory I was currently in when running the command). That might be fine for debugging purposes, but it is very annoying for standard usage.

Please either:
1. create the log just when run with --debug
2. use /var/log/foo
3. have a special option for creating the debug logs, off by default

2. pkgwat.log was created in CWD

Updating to the latest python-cliff will fix the issue.

I am creating an update for it now.
