Description of problem:
I tried to test the possible fix mentioned at https://bugzilla.redhat.com/show_bug.cgi?id=902721#c5

How reproducible:
Every time

Steps to Reproduce:
1. yum erase egtk-xfwm4-theme  elementary-icon-theme bluecurve-icon-theme bluecurve-cursor-theme bluecurve-gnome-theme bluecurve-gtk-themes  bluecurve-icon-theme  gnome-icon-theme-extras  greybird-gtk2-theme  greybird-gtk3-theme  greybird-metacity-theme greybird-xfce4-notifyd-theme
2. dnf install egtk-xfwm4-theme  elementary-icon-theme bluecurve-icon-theme bluecurve-cursor-theme bluecurve-gnome-theme bluecurve-gtk-themes  bluecurve-icon-theme  gnome-icon-theme-extras  greybird-gtk2-theme  greybird-gtk3-theme  greybird-metacity-theme greybird-xfce4-notifyd-theme
  
Actual results:
Setting up Install Process
Resolving Dependencies
There are unfinished transactions remaining. You might consider running yum-complete-transaction first to finish them.

Expected results:
No complaint about unfinished transactions.

Additional info:
yum-complete-transaction says "No unfinished transactions left."

The master commit 89609d9 addresses this, dnf should no longer complain about unfinished transactions.

I had a similar problem.  DNF created a "Update on Reboot" transaction file for Manaage colors (or similar name). On reboot, and after several loops, the tranaction failed to process to 100%

Redoing the update with yum corrected the problem.  On a reboot, the Manage colors completed successfully.  Yum as a correction message reported an incomplete transaction.

DNF should ignore the 'update on reboot' flag now. Can you please open a separate bug and describe what packages were in the transaction if you're experiencing a different behavior?
