Description of problem:
Allowing to step the clock is undesirable during restarts, therefore  cancel the makestep configuration directive when the restart '-r' option is present on the command line.
A new command line option with the same effect is also acceptable.

A patch was included in the upstream git that adds -R option to ignore the initstepslew and makestep directives. Thanks.
