rgmanager supports a special tag in which resource agents can specify that particular other resource agents may not be children of it. Luci does not enforce these restrictions, however.

As of the filing of this bug, the restrictions are:

ip: nfsclient, nfsexport may not be children
netfs: nfsclient, nfsexport may not be children
nfsexport: nfsexport may not be a child
nfsserver: nfsexport, nfsserver may not be children
