Description of problem:
thanks to the existence of /lib/systemd/system-shutdown/apcupsd_shutdown , a signal to the UPS is sent that initiates a power off of the outputs as per the rules defined on it's front panel.

As such, /usr/share/doc/apcupsd-*/README.Red_Hat should be adjusted slightly.

Steps to Reproduce:
1. connect Smart-UPS 1500 with USB cable
2. systemctl enable apcupsd.service
3. systemctl start apcupsd.service
4. wait for shutdown to be initiated as per http://www.apcupsd.com/manual/manual.html#shutdown-sequence
  
Actual results:
No code to be entered in the halt script.

Expected results:
Either upstream or /usr/share/doc/apcupsd-*/README.Red_Hat incude a few lines about systemd

1) suggested text:
If you are running with systemd, you will have a file /lib/systemd/system-shutdown/apcupsd_shutdown that takes care of the sending a signal to the UPS to turn off the outputs and then put the system in 'halt' (not poweroff). If your PCs firmware is set to powerup on power return or set up to 'last state', then your PC will powerup when the UPS returns power to the outlets.

2) I do not know how one would elegantly adjust the behaviour, it would be nice if both the sending of the signal and a choice between halted and powered down was available. /lib/systemd/system-shutdown/apcupsd_shutdown not being a configuration file, I'm loathe to faff around in it directly.

doh! that point is of course done by editing doshutdown of /etc/apcupsd/apccontrol

Thanks for the notification. I'll remove that file. There are no manual steps necessary anymore.

Fixed in all active Fedora releases. Closed as rawhide because fixed just in the repository. No need to ship extra updates (and updates-testing) just to remove one documentation file.
